Employee Compensation Compliance (ECC) Implementation

Effort Web Content has moved to PAFC

Effective 1/1/2023, the effort reporting compliance team within Sponsored Programs Finance moved from Management Accounting and Analysis (MAA) to Post Award Fiscal Compliance (PAFC). This encompasses a change in where web content for effort reporting is housed. Moving forward, it will be on PAFC's website (https://finance.uw.edu/pafc/) under the Effort Reporting menu tab. Continual updates will be made throughout the rest of the calendar year (2023) to rebuild web content to reflect new systems and processes.

ECC Overview

Starting in fiscal year 2024 Employee Compensation Compliance (ECC) will be implemented to support effort reporting and project certification.

To support UW Finance Transformation (UWFT) and the implementation of Workday Finance, ECC will replace effort reporting for eFECS, Grant and Contract Certification Reports (GCCR), Harborview Medical Center (HMC), and Applied Physics Laboratory (APL).

While ECC is expected to be an overall positive change for effort reporting users, it is a change nonetheless and one that occurs in a landscape of broader organizational change—UWFT.

Initially, the change to ECC will impact approximately 5,000 users across the Academy and Harborview Medical Center. Over time, this user base is expected to grow to 10,000 users.

Benefits

  • Standardized workflows
  • Automated processes and electronic records for all forms of effort reporting
  • Improved compliance through real-time reporting and timely notifications
  • Simplified user interface and experience
  • Increased uniformity and consistency via a single platform, instead of four disparate systems.

Impacts

  • New workflows
  • New reports
  • New user interface

ECC Champions Network

We’re building a network of volunteers called ECC Champions, who represent different effort reporting organizations, roles, and user types. Our goal is to leverage this network to gather feedback on current state effort reporting, engage in design discussions, and/or participate in user acceptance testing. For the Champions, this is an opportunity to influence effort reporting at the UW for years to come.

ECC Champions draw on their experience to give effort reporting users a voice in a way that works for them. We follow an opt-in model for participation, so volunteers only engage when it works for them.
