Advance Budget Number Request: New Process

ASTRA

Q: Giving ASTRA SAGE advance budget role is difficult and confusing can we please have help on this?
A: Review: How do I assign the SAGE Advance Reviewer role in ASTRA? 

Q: If I am a sage user do I still need ASTRA access for Advanced budget process?
A: You only need the new Advance Reviewer role if you are an approver. Any role that grants you access to SAGE will enable you to request advances for the eGC1s that you have read/write or owner access on.

Q: Can we only see Advance Budgets for ourselves, or can we see those that are in the works from others in the dept?
A: On the SAGE Advances tab, you will see existing requests where you are listed in the Access section. Advance access is shared with the eGC1. If you have the Advance Reviewer ASTRA role, from the SAGE Approvals tab you’ll see all Advance Requests that have been routed for review for the organizations you’ve been authorized to approve.

Q: Can the Approver also be the one initiating the request, or do the two roles need to be kept separate?
A: Yes, you can still initiate Advance Requests if you have the Advance Reviewer ASTRA role. In this case, you would submit Advance requests for routing and then would also need to approve the request as an Advance Reviewer.

Process

Q: Does the PI need to approve an advance request?
A: Yes, advances on new awards will require PI approval. The PI will be notified when the advance request has been routed and needs PI approval. The advance preparer will be copied on the email notification, which will contain a URL to open the request.

Q: Will a guaranteeing budget number still be required for advance budgets?
A: Yes, a guarantee budget number is still required.

Q: What if you are waiting for a new year of funding on a renewal that already has an eGC1?
A: You can create an advance budget request using the original eGC1 as long as it is in "approved" or "awarded" status.

Q: Does the new process eliminate the "Submit Budget Extension Request to OSP form in OSP home page"?
A: No, the new process doesn't eliminate the Budget Extension Request Form.The Budget Extension Request form is used to request an extension for an awarded project. The advance budget process applies when you need a new budget number for a project that has not already been awarded, or to extend existing advance budget. 

Q: Doesn’t “SFI review” also mean Office of Research is working with departments to get necessary disclosures submitted and required trainings completed?
A: SFI disclosures are required for all investigators prior to submitting your Advance Request for review. If it’s a PHS sponsor, then FCOI training must also be up to date prior to submitting. Once submitted, the system will track completion of SFI reviews, and will mark the Office of Research step of the approval workflow complete when all necessary reviews are done.

SAM.gov Update

Q: Does SAM replace the need to search the US Department of State embargoed and sanctioned entities search?
A: SAM does not replace the need to search the US Department of State embargoed and sanctioned entities search. A user can search SAM for debarred and suspended entities, but still should search the Department of State for embargoed and sanctioned entities.

 

Phase Changes and UW Research

Q: Do you know if there will be any changes in allowing undergrads into the labs this summer?
A: Undergraduates are allowed to participate in research in University laboratories where permitted by the Department/Lab and where all masking, distancing, maximum space density, cleaning and disinfecting and other COVID-related safety precautions are followed. Individual Departments and Labs may restrict participation by undergraduates due to safety concerns at this time.

Q: How do we know if someone has been vaccinated as we cannot ask?
A: At this time, we are not asking individuals about their vaccination status. The University follows state workplace and campus health and safety regulations which currently apply to vaccinated and non-vaccinated individuals regardless of vaccination status. We are waiting to hear if the Governor will adopt a higher-ed vaccine requirement for faculty and staff. We hope to have more information on this soon.

Longer term, as more and more individuals are vaccinated, the risk of infection should decrease to a point where the virus is not widely circulating in our population. At that point, an individual’s vaccine status will effectively be immaterial.

Other Questions

Q: Will a future MRAM discuss adapting to the new NIH Other Support page?
A: Our initial coverage of the new NIH OS format is found in the April MRAM slides. We also have two resources available for ongoing reference, review:

NIH expects the new format as of May 25th, but they are not required until January 25th, 2022.

Later, we will have new information on electronic signature methods. This will be after we conclude testing use of Docusign and as we learn more about NIH integrating the OS format into SciENcv, closer to January 2022.
