Hello from the Grant Analyst team in GCA!
The purpose of this newsletter is to provide some helpful tips and tricks, describe improvements to processes, and communicate trends that we’re seeing in GCA. We hope you find this information helpful!
Updates and Important Reminders
ECC Office Hours
ECC (Employee Compensation Compliance) is UW’s third-party software application that tracks faculty effort and staff payroll on sponsored awards and is managed by the Post Award Fiscal Compliance (PAFC) team. PAFC hosts open-topic office hours over Zoom every Friday from 10:00 AM to 11:00 AM PST. Campus users can join these sessions to ask any questions about ECC, effort reporting, or other post award compliance topics.
PAFC also hosts focused-topic office hours on a roughly monthly basis. These sessions are provided to cover specific topics in greater detail while allowing campus time to ask more in-depth questions.

Training Grant Season
With most NIH Training Grant awards having their annual reports due in September, now is an opportune time to address updates and reminders to ensure smooth processing and timely submission of reports.
Update – New Childcare Cost (“CC”) Award Lines
GCA has updated our Award Setup process to separate Childcare Cost Allocations for NIH Training Grants within each award. This update is intended to highlight the fact that childcare funding is restricted for purpose and cannot be re-budgeted or used for any other costs on a Training Grant, with the end goal of reducing confusion with respect to the available balance of funding/deficits.
- This is a prospective change, so childcare cost award lines will be established for new and competing renewal Training Grants (setup via an Award Setup Request) and non-competing renewals (supplement & extension MODs).
- GCA will move unspent childcare balances in one budget period to the associated childcare cost award line in the continuation budget period.
- This change now aligns the Training Grants process with the process for NIH Fellowships.

Reminder – Award Portal Requests for Tuition obligations
UW is required to report Unliquidated Obligations (which we call Outstanding Trainee Obligations or OTOs) on our annual financial reports to the NIH. Preparing these OTOs requires GCA to obtain confirmation from campus regarding the amount of tuition obligations that will be made available in the continuation period.
As part of this process, GCA will submit a draft OTO sheet via Award Portal for review by campus contacts and will note the balance of funding available for tuition obligation. We ask that campus promptly review and return the OTO with tuition obligations – even if the amount to be obligated is zero – listed for appointed trainees. Timely responses prevent submission delays of the annual financial reports.
