Within a week or so following every MRAM, an email like this one typically goes out with Q&A from the session and a link to the meeting materials.
Q1: Does this policy include moving Pre FT costs to Mandatory Cost Share tags?
A1: Yes. Cost share is treated the same as any sponsor award cost. This applies to cost share, any grant-related work tag. Cost share, anything along those lines, non-cost share.
Q2: If we overspend a budget on salary, but the effort meets the four cost principles, then we should allow it to be moved in a deficit transfer in order to capture the effort?
A2: Yes, so that's kind of where this gets into things. So, in the deficit situation, where all the costs are actually allowable. Just didn't have enough money for them. It's better to move it as a deficit transfer, because if we move the salary transaction. In ECC, the effort report's not going to reflect that as part of that effort. We want to show the effort, right? We want to make sure the effort is fully reflected. So in that situation, yes, we would want to do it as a deficit transfer, and not as an individual transaction.
Q3: The grant risk dashboard is no longer available - will that be coming back?
A3: Yes, that one came offline. We're working to get that eventually, for those costs. There was some issues with the data, so we're still smoothing that out, but that is a goal, to have those back up.
Fringe Benefit Expenditures: 8/1 to 8/15/2025 Payroll Period
Q1: Will this fix show when we run an R1234 for August, and not in September?
A1: Yes, these fringe benefit expenditures will be reflected on the R1234 for August 2025 (FY2026)
Q2: If the project that these post to close before they post, will the costs be denied?
A2: The fringe benefit expenditures were posted to the appropriate location with the related salaries/wages.
E.g. If a salary charge posted to a grant for the 8/1 to 8/15/2025 pay period, the manual journal that was created posted all related fringe benefit expenditures to the associated grant.
Q3: Any retro-pay for 8/1 - 8/15 (paid out on the 9/25 payday) going to have benefits posting?
A3: This error and the related fix will not impact any payroll results outside of those processed during the 8/1 to 8/15 pay period. That includes retro pay related to the 8/1 to 8/15/2025 payroll period. Additionally, we do not anticipate having issues posting fringe benefits for retro pay.
Q4: To understand, the overall freeze for PAAs will end this Friday but a freeze still continues until further information is received?
A4: The full Payroll Accounting Adjustment (PAA) freeze is expected to be lifted this Friday, September 12th.
A PAA freeze for the 8/1 to 8/15/2025 payroll period will be in place until further notice. We expect this to be in place until sometime in October, when the technical fix task will be delivered by Workday and tested. Additional communications about when this freeze will be lifted will be shared once we have a clear path forward.
Q5: Have all the fixes been posted to workday yet?
A5: The manual journals posted to Workday on 9/11/2025 to the August 2025 (FY2026) accounting month. The complete technical fix is not expected to be completed until October 2025.

Q6: So, the freeze will continue for the 8/1--8/15 period?
A6: That's correct. The PAA freeze will continue only for the 8/1 to 8/15/2025 payroll period and additional communications about when this freeze will be lifted will be shared.
Q7: When will be able to submit PAAs for defaulted August payroll expense?
A7: The PAA freeze for the 8/1 to 8/15/2025 payroll period will be in place until further notice. We expect this to be until sometime in October, when the technical fix task will be delivered by Workday and tested. Additional communications about when this freeze will be lifted will be shared once we have a clear path forward.
Q8: Did this impact everyone?
A8: Approximately 5/6 of the fringe benefit expenditures for the 8/1 to 8/15 pay period did not post through the normal process (which is why the manual journal was created). 1/6 of these fringe benefit expenditures did post as expected.
Q9: When will be able to submit PAAs as we have done in the past?

Q: Is there a list of RAPIT members somewhere?
A: We are currently updating the list with current members. The group was initially established in 2007. We will figure out a way to share the membership with the research community when we finalize the list next week. More soon!
Q: I noticed recently that some of my previously completed courses in the RA Certificate are “expired” does that mean I need to take them again if I have not completed everything?
A: No, just reach out to CORE and we will work together to figure out.
