OSP and HSD: Working Remotely

Greetings Colleagues,

In accordance with the Washington State “Stay-at-Home” mandate, OSP and HSD have moved to an entirely remote work platform. Walk-in assistance at our offices in the UW Tower has been temporarily suspended.

Rest assured, during this time both OSP and HSD continue to operate during normal business hours (Monday-Friday, 8:00 am – 5:00 pm). We appreciate your patience during these extraordinary circumstances.

I’m writing to provide clarity for research activities, after Governor Inslee’s “Stay Home, Stay Healthy” proclamation yesterday evening. Note, this message does not apply to clinical activities, only research activities.

Dear Colleagues,

 

Let me start out by stating that the University is not closed. Some research is a part of the exclusions included in Governor Inslee’s Stay Home, Stay Healthy directive, and we are working on defining what that is. In accordance with this directive, we ask that the number of people working at their usual place of work be kept to a minimum.

Effects of International Travel Prohibition on Research

The Provost has issued a notice prohibiting international travel, effective immediately.

This prohibition applies to all official UW travel, including international travel for UW research, whether or not the costs of the travel are being paid using University funds. International travel for UW research is prohibited, even if a researcher wishes to pay for it personally.

Guidance from DHHS to Heads of Contracting Activity

Greetings Colleagues,

This DHHS Office of Acquisitions has issued a memo: Preparation for Potential COVID-19 Impact on Contract and Contractor Performance. It provides guidance to Federal Contracting Officers (not recipients, such as the UW) in response to COVID-19.

The memo highlights some of the flexibilities that contracting officers need to consider for DHHS contracts (as opposed to federal assistance funding such as grants).

On March 19th, 2020 the Office of Management and Budget (OMB) released a memo ( M-20-17) relating to Administrative Relief for Recipients and Applicants of Federal sponsored awards.This memo lists a variety of actions and costs that Federal agencies may grant exceptions to during impacts from COVID-19.
