NIH has confirmed the ORCID ID requirement only applies to new appointments and applications.
NIH NOT-OD-19-109 requires individuals supported by research training, fellowship, research education, and career development to have ORCID IDs linked to their eRA Commons Personal Profile in FY 2020 beginning with Oct. 2019 appointees.

With NIH Notice: NOT-OD-19-126, NIH has delayed the requirement for reporting results of basic research on human studies in ClinicalTrials.gov until Sept. 2021. This delay only applies to studies designated as “basic experimental studies with humans” (BESH) in the title of the funding opportunity.
